A second workshop was also held, back to back with this one, October 20-22 on "Negotiation, Discussion and Agreements". It was organized jointly by the former Mayor of Bogota , Antanas Mockus, and Jon Elster. This even included a public address by Stephen Holmes on Security and Civil Liberties.
